Loading Roles From Workflow Builder Invalid Preference MAILHTM2 (Doc ID 312540.1)

Symptoms

When in Workflow Builder trying to load roles from the db it errors out with the following:

1103: Could not load roles from database. NAME=SYSADMIN
1000: NOTIFICATION_PREFERENCE has invalid value 'MAILHTM2'.
1000: TYPE has invalid value 'MAILHTM2'.
1103: Could not load roles from database. NAME=SYSADMIN
