Symptoms
Inventory allows WIP backflush transactions to drive negative stock even if negative inventory is not allowed in the inventory organization parameter. This behavior is controlled using inventory profile "INV:Override Neg for Backflush". If the value for this profile is YES' then inventory permits negative stock for WIP backflush transactions.
Install Base does not consider inventory profile "INV:Override Neg for Backflush" during Install Base processing for WIP backflush transactions and raises error when performing quantity validation.

Such Install Base transactions for an item that has a negative quantity on hand in Inventory fail with this error:
The error message "Invalid quantity specified. Negative quantities are not allowed for this Item. Please check the Item Definition. (QUANTITY=-1)"
