Forecast Category - Product Category has nothing in the LOV (Doc ID 312875.1)

Symptoms

You are using Oracle Sales in 11.5.10.2 You are attempting to select values for the Product Category in the Forecast Category form.  However, there are no values available. 

In addition, you are unable to add Product Categories and Items to Opportunities.

New 11.5.10.2 install
