Unable to Create Absences for an Employee error PAY-07207 (Doc ID 315500.1)

Symptoms

When entering Absence details, an error is generated:

APP-PAY-07207: The mandatory argument time_normal_start value cannot be null

Cause: The mandatory argument time_normal_start has either not been
specified or has been explicitly set to null in the API
hr_dbchkfmt.is_db_format

Action: Either specify a value for the time_normal_start argument
which is not null or contact your local support representative.

This occurs within the PUI and when attempting to enter data via the API.
