Account Details> Second Query Causes System Hang

In the Collections > Account Details form, if a second query is done after a query that retrieved no records, the query will actually query all records instead of the criteria given. If the instance has alot of records this will cause a system hang and the user will have to cancel their internet explorer sessions and application session.
