Symptoms

The Merge Parties program is completing with the following error:

Error: Merge failed in procedure HZ_MERGE_PKG.per_profile_merge for entity HZ_PERSON_PROFILES
Unable to find the Person profile for this To party.

The issue can be reproduced at will with the following steps:
1. Navigate to Trading community Manager Responsibility>
2. Party Merge
3. Select From and To
