JarSigner Error Generating Jar Files

Symptoms
1. While upgrading to J2SE Version 1.4, Note 246105.1 mentions the need to run ADADMIN to "Generate the Product JAR File".
2. While attempting to run this on the Web Tier (just after successfully completing this same step on the DB/ConcurrentMgr Tier), it fails with the following error:
