Service Request Owner Not Defaulting Properly With Customer Security Set To Standard Security (Doc ID 332784.1)

Customer Security can be turned on or off.
       Customer Support responsibility
       Go to Setup -> Service Requests -> Service System Parameter
The value of the field "Service Request Security" can be set to "Standard Security" or "No Security".

If Customer Security is turned off (set to "No Security") then the profile options:
      Service: Default Service Request Owner
      Service: Default Service Request Owner Type
work as expected prior to the introduction of Customer Security functionality.

How do you get these profile options to work as expected after turning on Customer Security (set to "Standard Security")?
