Booked Order for ATO or PTO Model does not Progress Past Fulfill Activity (Doc ID 332956.1)

Symptoms

Find sales orders with ATO or PTO model lines get stuck and will not progress past fulfillment.
Lines are non- shippable, with no options or components selected.  See that line workflow is in a Fulfill Line activity
with Deferred RESULTS, not Fulfill Deferred workflow activity.

Attempting to manually progress the line via selecting the line and right clicking from the Lines Tab of the
Sales Order form errors with the following:


ERROR
-----------

APP-ONT-251015: There are no eligible activities to be completed.
There is at least one deferred or externally notified activity in this flow.
Please see the workflow monitor or status window for more information.



STEPS
------------

The problem can be reproduced at will with the following steps:

1. Enter new sales order for a PTO model
2  Do Not select any options or components for this model
3  The model itself is non-shippable; for example it is a software license, there is no physical item  to ship.
4. Book the order.
5. Attempt to fulfill it.

NOTE:
There has been some confusion as to whether or not an ATO or PTO model may be entered in a sales order without selecting any components.   
The answer is YES, an order may include an ATO or PTO model without components.
