Need to create modifier with order level total discount only (Doc ID 333825.1)

Can an order level discount be taken from the order total vs the discount being applied to each of the order lines?

You expect to create an order level discount which will simply take 25% off the order total vs now where 25% is taken off by applying the 25% discount to each order line.
