Symptoms
Various Workflow components will fail if the Workflow Control Queue Cleanup program is not able to clean the WF_CONTROL queue.

Cause: FDPSTP failed due to ORA-25226: dequeue failed, queue
APPLSYS.AQ$_WF_CONTROL_E is not enabled for dequeue

ORA-06512: at "APPS.WF_BES_CLEANUP", line 117
