• Tried to add an Input Value to an existing element. The links to the element were end-dated on 29-Jul-20XX
• Navigation: Total Compensation > Basic > Element Description, Bring up input values form, and try to add a new input value.
  Error happens
  Error message:
  'FRM-41051: You cannot create records here
  Expect to be able to enter new input values.
