Symptoms

Using hz_cust_account_site_v2pub.update_cust_site_use to update HZ_CUST_SITE_USES_ALL.TAX_CODE

The results are:

1. You are able to update existing tax codes to a different value
2. You are able to put a value when the tax code is blank

BUT
You are not able to change an existing TAX_CODE to null.
