E-Business Suite Workflow, Worklow Agent Listener related issues
The Workflow agent listeners will not start. When viewed from the Oracle Applications Manager (OAM) the service components are stuck in a transitional status: starting, stopping, deactivating, terminating and never move to the final phase: started, deactivated or terminated. This in turn prevents the notification mailer from starting up.
Often the Target and Actual processes will be asymmetrical: 1 and 0.
