How can user prevent lines from going to fulfillment when the order is
placed on credit check failure hold, so that if needed, the line or order
may be cancelled?

Placing a fulfillment set on the order to hold the non-shippable until the
shippable line is shipped only works if a shippable line accompanies all
non-shippable lines on the order. For cases where the order has only
non-shippable lines, this document will provide the solution.
