Unable To Archive / Purge Even With A Permanently Closed Period In The Calendar

This problem can occur on any platform.
appears in the Archive and Purge form:
"You must permanently close at least one accounting period before you can archive or purge"
Steps to Reproduce
Log in with a GL responsibility
Permanently close a period
Navigate to Archive/purge screen: GL>Setup>System>Purge
on Journals tab, click on 'Archive Journals' check box.
The error message appears.
