Unable to Export Rows From An Oracle Applications Form

You are trying to perform an export from any Oracle Applications form.
Using the Oracle Forms Menu you access the following:
File - Export
You will see a progress window appear showing that data is being exported 'exporting data'
At this stage the progress window disappears and you are NOT greeted with the exported rows and / or a save dialog box to save the exported file.
As such you are unable to view your exported rows.
The problem may only appear when you export a certain number of rows. For example...you may be able to export 20 rows or less but any export over 20 rows may show the symptoms above. Otherwise the problem may manifest with any number of rows that is exported.
You have not made any changes to the application or environment. You may have recently experienced some database space issues.
However, in general there have not been any changes to the application such as patching or config changes.
