Symptoms

Incomplete setup of a new organization generates errors/problems in some AR forms.

STEPS to reproduce the issue:
1. Responsibility: Open new Receivables 
2. Navigation: Setup > Transactions > Transactions Types
   form doesn't open, no message is received
3. Navigation: Setup > Transactions > AutoAccounting
    error pops up when opening the form:

FRM-40735: WHEN_CREATE_RECORD trigger raised unhandled exception ORA-20002

Forms Runtime Diagnostic Collection Log shows:

Changes

This issue occurred in a newly upgraded 11.5.10 instance, but could occur in other circumstances also.
