Autoconfig Context Value Management Fails to Write the Context File from Database to File System

Symptoms
During Autoconfig - Context Value Management runs to make sure the context file is in good order.
At this point, the following error messages may be observed due to corruption:
Using Context file : /<APPL_TOP/admin/<Context file>.xml
Context Value Management will now update the Context file
