Need to Have Sales Order Header Close as Soon as Lines are Closed

Symptoms

The header Close - Order Process has been modified to not wait till the end of the month.  The Relative Time in the Wait-1 attribute has been changed to .1667.  The expectation is that the header will close four hours after all lines are closed or cancelled.  However, the header is either closing immediately or stays open longer than 4 hours and only closes after the Workflow Background Process for OEOH runs.
The issue can be reproduced at will with the following steps.
The issue has the following business impact.

Modified the Close-Order process, Wait-1 activity in Workflow Builder. Remove the value last on the Day of Month attribute and set the relative time to .1667
