Need to Override the "Cost Center" for Taxes (i.e. for FIT, SIT and Local Taxes).

What are the Steps to Override the Cost center for Taxes?

Cannot assign at Element link level because assignment level Overrides it.
Cannot assign at Element entry level because Tax elements do not show in Element Entry screen.
