CURRENT BEHAVIOR
-------------------
The Workflow engine is not automatically progressing lines past invoice - interface eligible after Invoice Holds are removed.
They remain at status Invoice Interface - Eligible notified. 

EXPECTED BEHAVIOR
-----------------------
Expect lines to automatically progress to invoice interface - complete after invoice holds are removed.
