Java Notification Mailer Fails to Send Email Notifications from FormatterException with Framework Regions (Doc ID 339718.1)

Symptoms

Java Notification Mailer is failing to send some email notifications and the Mail status is Failed.  
Mailer log file has errors similar to any of the ones below:

oracle.apps.fnd.wf.mailer.NotificationFormatter.getFormattedMessages()]:Problem getting the HTML content -> oracle.apps.fnd.wf.mailer.NotificationFormatter$FormatterSAXException: Problem obtaining the HTML content -> oracle.apps.fnd.wf.common.HTTPClientException: Unable to invoke method HTTPClient.HTTPConnection.Get caused by: java.lang.ClassCastException: com.sun.net.ssl.internal.ssl.SSLSocketFactoryImpl

One has looked at the output of $FND_TOP/sql/wfmlrdbg.sql script and confirmed that the 'Fwk Content' column under the 'Notification Item Information'  section has a 'Y', indicating that the failing  notifications contains Framework Regions.
