Cannot Inactivate Item Due To Zero Quantity Pending Transactions

When trying to inactivate an Item, the system displays error message:
Steps to reproduce:
1. Entered OPM Inventory (resp) -> OPM Inventory Control -> Setup -> Item Master and queried for Item.
2. Checked Inactive check box and tried to save => error message appears.
