Search With Wildcard % Gets Oracle.Jbo.Sqlstmtexception: JBO-27122

When trying to search with wildcard % with one letter only, e.g. 'a%' or 's%' or 'j%'
in Knowledge Management, getting error message:
Error - oracle.jbo.SQLStmtException: JBO-27122: SQL error during statement preparation.
Statement: select count(*) total from cs_incidents_b_sec
sr, cs_incidents_all_tl tl where sr.incident_id = tl.incident_id and
tl.language = userenv('lang') and sr.incident_id <> :1 and contains
(tl.text_index, :2, 1) > :3 and rownum <= :4
The search works fine when searching for a full word or at least two letters.
The following Knowledge Management index synch concurrent requests have been run successfully, but the issue remains:
Knowledge Management Solution Index Synchronization
Knowledge Management Forum Messages Index Synchronization
Knowledge Management Category Index Synchronization
Knowledge Management Statement Index Synchronization
There are over 2 million Service Requests in the instance with this issue.
