ORA-01843 Invalid Month Error Running an Incremental Request Set

Symptoms
The incremental load failed with the following error:
APP-FND-01564: ORACLE error 1843 in FDFGDF .
Cause: FDFGDF failed due to ORA-01843: not a valid month.
The SQL statement being executed at the time of the error was:
SELECT TO_DATE(HRI_BPL_CONC_LOG.GET_LAST_COLLECT_TO_DATE('HRI_MB_WMV','HRI_MB_WMV'),
'DD-MON-YYYY HH24:MI:SS')
FROM DUAL and was executed from the file &ERRFILE.
