Symptoms
Pick release is creating two delivery details for one order line when one detail is expected.
Example:
First detail was for 194 pounds in subinventory "AAA_ XX".
Second detail was for 2,846 pounds in subinventory "BBB_XX".
User backordered the first detail in an attempt to get a single delivery detail line,
but every time order is repicked the same two details are provided. There is no lot number control on the items and all of the inventory is in the same subinventory, etc...

Steps to Reproduce:
OM Super User responsibility.
Shipping>Release Sales Orders>Release Sales Orders.
Note that two delivery details are seen every time in the Shipping Transactions form.
