Error: Accumulation Periods Stuck With 'In Progress' Status (Doc ID 341926.1)

Symptoms

After trying to open a number of Accumulation Periods at one time, the process fails and in Incentive Compensation, the  Accumulation Periods show "in progress" status.  There is no way now to successfully open the Accumulation Periods.
