Symptoms
You log into WEB ADI and go to "Define Layout".
Select either "Projects - Financial Plan integrator" or "Projects - Budget (Non-Periodic) Integrator".
After clicking "Go" the following error occurs:

Please resolve the following error to continue.
You do not have permission to access this functionality.
Due to this error, users cannot amend layouts for Projects - Financial Plan integrator.
