Symptoms

Apps 11.5.10.2

Unable to run the Program - Optimizer. It remains in Pending Standby status.
This is the only concurrent program with this problem and it has been checked that no incompatible
programs are running.
This problem occurs in Test and Production environments.

Recent Changes
Upgrade from 11.5.9 to 11.5.10.2

Steps to Reproduce
General Ledger SuperUser -> Reports -> Request -> Standard -> Single Request ->
pick the program 'Program - Optimizer' and set parameters to 'Yes' -> Submit
report.
