Approver Can Delete Lines After Opening Requisition From Notification (Doc ID 343202.1)

Symptoms

The application allows to delete a line from the Enter Requisitions form after opening it using the Open Document icon from the notification

STEPS
1. Login with BUYER1000 using the Purchasing responsibility
2. Created Requisition 5715 for $1200
3. Submitted requisition for approval to user BUYER2500
4. Logged in as BUYER2500
5. Opened notification for approval of requisition
6. Click on the open document icon
7. Selected the requisition line and then from the menu Edit > Delete
    received warning APP-PO-14746 informing that the delete action cannot be performed
8. Changed the quantity from 100 to 0
9. Tried to save and received error message "Please enter a value greater than zero (0)"
10. Changed the quantity from 100 to 0.5. This time I was allowed to Save the changes.
11. Selected the requisition line and then from the menu Edit > Delete again
      the application ask for delete confirmation "Delete record? OK|Cancel"
12. Click OK and the record was deleted.
13. Click on save. The following error message is displayed:
      "The purchasing document approval manager failed with error code 3.
       Contact your system administrator for assistance"
