Error log not created when Collection Process is run - 6550 in FDPSTP (Doc ID 343760.1)

Symptoms

You are unable to view the Log after running the collections process.  Under the log column there is an NA rather than the link to the log

You have verified that the profile option OSC: Debug Mode is set to Yes

This issue can be reproduced with the following steps:

(R) Incentive Compensation Super User
(N) Transaction
Collect
View Request screen
Collection Type: Collect Invoices
Phase: Completed

See that under Log column, there is an NA rather than a link to the log.  Status of requests is Error
