Customer Form, Sites Issue: Inactivating a Site Used In One Organization Causes It to be Inactive Across All Other Organizations That Use It

Symptoms
You created a Site in one organization (org) , then used that same site in other organizations. When you inactivate the site in one organization, it inactivates it across all the organizations that use it.
Steps to Reproduce:
Responsibility: Receivables Manager (for Org 1)
Navigation: Customers > Standard
- Create a customer named Test1 with Address 1, let's say this created site number 10
- Save the record and make sure the address is active at the site level
Responsibility: Receivables Manager (for Org 2)
Navigation: Customers > Standard
- Query up customer Test1, from the Site Number field choose site number 10
- Save the record and make sure that the address in this org is active at site level to
Responsibility: Receivables Manager (for Org 3)
Navigation: Customers > Standard
- Query up customer Test 1, from the Site Number field choose site number 10
- Save the record and make sure that the address in this org is active at site level too
Responsibility: Receivables Manager (for Org 1)
Navigation: Customers > Standard
- Back in the first org, query up customer Test 1, and open the address Address 1
- Inactivate that address and save
Responsibility: Receivables Manager (for Org 2)
Navigation: Customers > Standard
- Query up customer Test 1 and open Address 1, now you see Address 1 is inactive
Responsibility: Receivables Manager (for Org 3)
Navigation: Customers > Standard
- Query up customer Test 1 and open Address 1, now you see Address 1 is inactive
