RCVRCVRC Does Not Display Accounting Information

Symptoms
On the Receiving Transactions Summary form, the Tools option for viewing accounting information is not available for a receipt transaction.
Steps to Reproduce:
- Navigation: Receiving -> Receiving Transactions Summary
- Click Customers tab
- Find
- Select a receipt header and click Transactions button
- The resulting lines, none of the Tools options are enabled (including View Accounting).
When clicking the Supplier/Internal tab (instead of the Customer tab) on the Find Receiving Transactions window and performing the same tasks, the Tools options do appear.
The issue also occurs when viewing expected receipts from suppliers as well (doing a find from the Suppliers tab in the Find Receiving Transactions window).
