Saving a receipt errors: APP-PJM-58054 Project References Must Be Entered For The Given Locator (Doc ID 351334.1)

On 11.5.10 in Production:
When attempting to receive material into locator controlled stores, the following error occurs:

ERROR
APP-PJM-58054: Project references must be entered for the given locator.

Cause: Possible Reasons

1. If control level for the organization is "Project", project must be entered for the locator
2. If control level for the organization is "Task", project and task must be entered for the locator

The locator returns the correct project and task when they tab into the locator field, but when they try to save the receipt, they receive the error.

Project parameters are set at the project level and stock locators are entered dynamically (so the information will not
reside in the database yet as it has not been committed)

STEPS
The issue can be reproduced at will with the following steps:
Inventory Responsibility:
1) raise a purchase order for a project & task
2) do receipts for the PO
3) trying to do receiving transaction.
