Multiple Round Bids Keeps The Last Response Alone Active And All Others Archived

The RFQ is created with Control's Set to "Suppliers are allowed to provide Multiple Responses".
When the Supplier submits Multiple quotes, the latest one alone becomes Active, and ALL the others
are archived. Is there a way to keep ALL of them Active?
The Reason, why the Buyer needs to allow Multiple Responses from the vendor is to get their Best quote.
That cannot be achieved if all their previous quotes are lost or unavailable for selection.
If sending out RFQs for high valuable items, would like to get the best possible quote for a line item from the vendor.
The vendor submits more than one bid with different manufacturer options, users would like to keep all of bids,
Active for further Analysis and Award.
This is typical for most Government Purchasing Operations where certain design specifications for an item usually specify
or allow equivalent for Bid Requests. So a Supplier may want to Bid Multiple brands if they think they are equivalent.
A good example is on a Laptop. Customers would specify
The Functional requirements, and state that 3 or 4 brands are acceptable some re-sellers may want to submit a bid
for each acceptable brand they need the ability to evaluate all submissions.
