Symptoms

On a new install for 11.5.10.2 in Production:
Runs Validate workflow and receives errors.
Workflow notifications for RMA's aren't getting sent to any recipient


ERROR
----------
Using seeded workflows-validate om workflow errors
Validating Order Type : Return Receipt & Credit (1022)
Please verify that the value for attribute WAIT_RELATIVE_TIME of activity WAIT
in process R_RETURN_HEADER_WITH_APPROVAL ( Order Flow - Return with Approval )
is greater than the average time it takes Workflow Background Process to
complete.
Please verify that activity RMA_WAIT_FOR_RECEIVING precedes FULFILL_LINE in
process R_RMA_CREDIT_SHIP_APPROVE ( Line Flow - Return for Credit with Receipt
and Approval ).
Please verify that the value for attribute WAIT_RELATIVE_TIME of activity WAIT
in process R_RMA_CREDIT_SHIP_APPROVE ( Line Flow - Return for Credit with
Receipt and Approval ) is greater than the average time it takes Workflow
Background Process to complete.

STEPS
---------
The issue can be reproduced at will with the following steps:
1. Order Type (Order) = Return Receipt & Credit
2. fulfillment flow = Order Flow - Return with Approval-=
3. Assign line flow region:
Line Type = Return (Receipt & Credit)
Process name = Line Flow - Return for Credit with Receipt and Approval=-
4. Click Validate workflow and get errors:
Please correct the following reported Errors/Warnings in the respective Order Types
Shows error message same as listed above.

The issue has the following business impact:
Due to this issue, users cannot correctly send out email notifications.
