ECO Mass Change Does Not Get All Items In Same ECO

Symptoms
Attempt to use the Engineering Change Order (ECO) Mass Change function to replace a component that appears on 1000+ Bills of Matieral.
When the ECO is created the Items listed on the ECO Schedule Report does not match the number of Items on the Where Used Report.
EXPECTED RESULTS
Expect the ECO to include ALL items on the Where Used Report.
Expect ALL items on the Item Where Used also to be on the ECO for the Mass Change.
EXAMPLE
Replace the component Item A with component B.
STEPS
Goto Engineering > ECOs > Mass Change
Enter ECO Number, Type
Category = Inventory.
Click Changes
Action: 'Update'
Enter Item (A) and 'Effective To' date
Action: 'New'
Enter Item (B). Close screen
Actions: Report and Create ECO
Execute BMCMUD
BUSINESS IMPACT
Due to this issue, users cannot use the Mass Change function. They must enter completely new ECOs.
