With OM Indivisible Flag Yes, Pick Release Backorders When Partial Order Line Has Quantity Available

Symptoms

Pick Release backorders order lines that have partial quantity available when the OM Indivisible Flag is set to Yes.
The OM Indivisible Flag set to Yes prevents users from ordering fractional / decimal quantities of a primary unit of measure.  For example, a user could not enter an order line of 6.5 Each if the primary UOM was Each and the OM Indivisible Flag was Yes. The OM Indivisible Flag should not prevent the Pick Release from allocating a partial whole-number quantity if the full order line quantity is not available.
See an error like the following in the pick release log file.

EXPECTED RESULTS
If the entire order line quantity is not available, users expect a partial whole-number quantity to be pick released with OM Indivisible Flag set to Yes. With the OM Indivisible Flag set to No, users would expect a partial fractional quantity be be pick released.

STEPS
1. Enter an order for a quantity of 10.
2. Receive a quantity of 6 into inventory.
3. Run the pick release --
Goto Order Management Responsibility > Shipping > Release Sales Orders > Release Sales Orders
4. Enter in the Order Number
5. Run the pick release.
6. The order is backordered.

ERROR
See an error like the following in the pick release log file:
