APP-INV-05623 Error Item Stockable And Transactable Flags Will Not Update After Item Status Change (Doc ID 352716.1)

Symptoms

An Item cannot be changed within the Stockable attribute set. Attribute is at Master level control and has Status Setting = "Sets Value" in the Item Attribute Control form. Upon trying to set the Stockable attribute directly in the form, Users get the following error:
APP-INV-05623: This attribute is not updateable because it is under status control.

The Stockable attribute was checked for the item's status in the Item Status form and saved, but did not set the Stockable attribute on the item. Changed status on the item, saved, then set back to the original status, and saved - but did not set the Stockable attribute on the item. Inventory Item attribute IS checked Yes for the item.Even though Status Setting = "Sets Value" in the Item Atribute Controls, in the Status Codes form, the Stockable attribute is always listed as "Default Control" under usage. Should be "Under Status Control".

Trying to change attribute directly:
Master Items, query item, go to Inventory tab, check Stockable. Try to save, get message

APP-INV-05623: This attribute is not updateable because it is under status control.
Trying to change status, set Stockable to Yes on the status definition under Setup > Items > Status Codes. Set Stockable Yes, saved. Then went to master item, no change to Stockable attribute noted. Then changed item status to another status, saved, then changed again to the original status, saved. Stockable attribute was still not updated.
