GSP Wizard Created Duplicate Grade Scales when Using Progression Points

Symptoms
Find when using progression points in a grade ladder by creating the pay scale and point values (Scale Rate) manually and using those point values in the creation of the grade ladder, there are duplicate rates created for that ladder.
Steps to Reproduce:
1 . Created a grade
- Work Structures>Grade>Description
- Sequence Number = 2000
- Name = <Ladder Name>
- Short Name = <Ladder Name>
- Date From = 01-Jan-1951
2. Create a pay scale
- Work Structures>Grade>Pay Scale
- Name = <Ladder Name>
- Per Period = Year
- Progression Points
- Point 1, Sequence 1
- Point 2, Sequence 2
3. Create point values
- Work Structure>Grade>Point Values
- Name = <Ladder Name>
- Units = Money
- Pay Scale = <Pay_Scale being used>
- Progression Point Values
- Point 1, Currency US Dollar, Value 100.00
- Point 2, Currency US Dollar, Value 200.00
4. Create Grade Ladder
- Total Compensation>Total Compensation Setup Wizard
- Grade/ Step Progression, Select
- Task 1 Enter Grade ladder details
- Grade Ladder Name = <Ladder Name>
- Short Code = <Ladder Name>
- Short Name = <Ladder Name>
- Enter the Effective Date = 01-Jan-1951
- Select Default Grade Ladder = No
- Select a Posting Style = Automatic
- Select a Progression Style = Step
- Use Progression Points = Yes
- Select Progression Date = Date employee becomes eligible
- Click Next
5. Task 2 Salary Information
- Enter the Currency = US Dollar
- Enter the Rate Period = Annually
- Update Employee Salary = Yes
- Select Salary Change Date = Date employee becomes eligible
- Select Rate Change Date = Date employee becomes eligible
- Select Salary Calculation Method = Use grade/step rate
- Select Salary Update Method = Use Salary Basis
- Allow manual override of system updated salary after automatic Grade/Step Progression = Yes
- Click Next
6. Task 3 Grades
- Add Grade = <Ladder Name>
- Click Next
7. Task 4 Steps
- Search for existing Pay Scale Name = OWC%, click Go button
- Select OWC_PS_TEST, Click Continue button
- Select the Points to Move in the Steps columns
- Click Move All icon
- Click Continue button
- Select Ceiling Step = 2
- Starting Step = 1
- Click Finish button
- Click Next button
8. Task 5 Rates
- Click Upload Pay Rate icon
- Select Pay Rate = <Pay Scale>
- Click Quick Select for <Use The Ladder>
- Click Finish button
- Click Next button
9. Task 6 Progression Rules
- no progression rules
- Click Next button
10. Task 7 Review and Submit
- Activate Grade Ladder = Yes
- Enter Update Mode = Correction
- Click Submit button
11. Confirmation
- Your grade ladder has been activated. You can now place employees on this ladder and progress them.
12. Review the point values
- Work Structure>Grade>Point Values
- System created duplicate Scale Rate
- Name = <Ladder Name>, Pay Scale = <Ladder Name>
- in addition to the manually created one called Name = <Ladder Name>, Pay Scale = <Ladder Name>
13. Assign to an employee
- People>Enter and Maintain>Create employee
- Enter Grade = <Ladder Name>
- Enter Grade Ladder = <Ladder Name>
- Save
- Others>Grade Step>There are two progression point values
- <Ladder Name> 100.00 (manually created)
- <Ladder Name> 100.00 (system generated)
- Notice the list of values displays Multiple Rates
