Symptoms
After user saved a newly created eligibility criteria rule, the rule can no longer be viewed through the 'Eligibility Criteria' tab of the Preferences form -- even though one can see that it exists in the HXC_RESOURCE_RULES table.
If user tries to create the exact same rule again, they will get an error stating that the rule already exists.
