No Master Encryption Key For Payee Has Been Provided To iPayment (Doc ID 356410.1)

Symptoms

Error
The following error occurred when calling iPayment for Credit Card Authorization:
IBY_10001 Master Key Failure. No master encryption key for payee has been provided to iPayment.

Steps
Setup security key and assign to payee.
Enter a sales order in Order Management using payment method of credit card.
Book sales order.

The iby.log will show the following:
[iby.exception.Log.debug.generic]:oracle.apps.iby.exception.PSException: Master key failure. No master encryption key for payee <payee name> has been provided to iPayment. The current transaction cannot proceed.
