ATP Does Not Recognize Available Inventory: Cannot Meet Request Date Or Latest Acceptable Date (Doc ID 356846.1)

Symptoms

ATP (Available to Promise) does not find the current supply of an item.
There are 16 on hand, yet the ATP displays "Cannot meet request date or latest acceptable date" in the Inventory Supply/Demand form.
Yet, ATP did not seem to know that there was quantity on hand.
ATP Data Collections is running regularly and completes without error.

Expect that if there is quantity on hand, available, and reservable,
that ATP will not display the message "Cannot meet request date or latest acceptable date" and will display the actual quantity on hand in the org.

STEPS TO REPRODUCE:

1. Order Management User User responsibility
2. Orders, Returns > Order Organizer
3. Query order
4. Navigate to line > Click Availability
Results:Message  displays in the Availability window: "Cannot meet request date or latest acceptable date"
Or
1. Order Management User User responsibility
2. Scheduling > ATP Details
3. Enter:
    Org
    Item
    Quantity
    Request Date = Today
Results: Message  displays in the Availability window: 'Cannot meet request date or latest acceptable date"
