Unable To Change Unit Price From Shopping Cart (Doc ID 357473.1)

Requesters and approvers are unable to change the unit price after the line has been added to shopping cart.

Expect to change the unit price of a non-catalog requisition even if it is already placed in the
shopping cart.

The issue can be reproduced at will with the following steps:
1. Login to iprocurement
2. Click on shop tab
3. Select non-catalog request
4. Complete requisition
5. Click on add to cart
6. View cart
Unit price field is displayed but not update-able

The issue has the following business impact:
Due to this issue, users cannot change the unit price once the requisitions is placed in the
shopping cart.
