Purpose

Oracle Service Fulfillment Manager (aka SFM, SDP, Provisioning) is a highly performing and scalable order fulfillment system that supports distributed customizable business processes, interfaces with legacy systems and messaging. SFM provides and uses highly performance, multi-threaded Queue Services to process its transactions.

This note addresses some of the known issues and analyzing steps related to when SFM Queue Services are not starting (ie. the number of target processes is 1, but the number of actual processes stays at 0 while the other concurrent managers are up and running).
