Symptoms

Service Agreements are sometimes not created when a sales order is created for multiple quantities of a serialized item.

Steps to reproduce:

1.  Create a sales order.

2.  Create an order line for multiple quantities of a product.  These are serialized products.

3.  Create an order line for a service and link this to the serviceable product that was ordered. 

4.  Book and Ship the order.  Service Fulfillment creates all of the products.  It creates all of the warranties. 
Some, but not all of the service agreements are created.
