Interface Trip Stop Fails with WSH_FC_INTERFACE.Calculate_Delivery_Level_Cost ORA - 01476: Divisor is Equal to Zero

Symptoms
For release 12 and later, the script wsh_4225774.sql (from patch 4225774) does not exist as a patch.
The patch 4225774 cannot be applied on Release 12.0 and later, but the script wsh_4225774.sql from the patch can be used to the correct the problem in Release 12.0 to 12.2.4.
This has been confirmed by Shipping Development.
After ship confirming a delivery, when the Interface Trip Stop concurrent program is run it completes with a warning.
The log file for 11.5.9 and 11.5.10 shows the following:
ORA-01476: divisor is equal to zero
Exiting WSH_FC_INTERFACE_PKG.CALCULATE_DELIVERY_LEVEL_COST - EXCEPTION:OTHERS
CALCULATE_DELIVERY_LEVEL_COST FAILED WSH_DELIVERY_FC_ERROR exception has occured.
Exiting WSH_FC_INTERFACE_PKG.CALCULATE_FREIGHT_COSTS - EXCEPTION:WSH_DELIVERY_FC_ERROR
The log file for R12 shows the following:
msg_buffer ==> Error in Routine WSH_FC_INTERFACE.Calculate_Delivery_Level_Cost, Oracle Error - -1476
ORA-01476: divisor is equal to zero
