Shipping Transaction Does Not Default Staging Subinventory At Pick Release (Doc ID 359617.1)

On in Production:
Using Warehouse Management or Process Manufacturing (OPM) Inventory Warehouse Management.
Launching Pick Release using the Actions list of values in the Shipping Transactions form doesn't use the default staging subinventory/locator specified in the Shipping Parameters.  
When the Pick Release is launched through the SRS form using a Picking rule, it uses the subinventory/locator defined in the rule but not in the Shipping Parameters.
The issue can be reproduced at will with the following steps:
1.  Navigate to OM Superuser -> Shipping -> Transactions
Navigate to WMS Superuser -> Outbound Logistics -> Shipment Planning and Transactions

2.  Search desired sales order with a Ready to Release Status
3. (B) Actions -> Launch Pick Release

This creates a move order but the destination subinventory/location assigned
are not the ones defined in the Shipping Parameters;
