OSP Receipt, linked to the last operation, does not complete the WIP Job

Symptoms
A WIP Job with an outside process operation (OSP) is moved into the Queue step, generates a Requisition and a PO blanket is released automatically.
The item is received into the shop floor destination.
The last operation is outside processing. But the operation (and the job) remains open even after all pending transactions have been processed.
